In communities across the country, Chambers of Commerce serve as the heartbeat of local economies. These organizations are far more than networking groups—they are powerful engines for economic vitality. From advocating for pro-business policies and supporting entrepreneurs to leading workforce development and community branding efforts, Chambers are uniquely positioned to drive forward-looking progress.

Today’s Chamber leaders are taking on broader responsibilities—and increasingly, they’re doing so in partnership with Economic Development Organizations (EDOs). In some communities, these efforts have led to formal collaborations or even organizational mergers, unifying missions to better attract investment, grow businesses, and build thriving communities.

Expanding Roles: How Chambers Are Driving Economic Development

Chambers of Commerce are taking a more strategic seat at the table when it comes to shaping their region’s economic future. Their evolving roles now mirror many core economic development functions:

Business Retention & Expansion (BR&E): Chambers offer training, peer connections, and resources that support local businesses. By collaborating with EDOs, Chambers can elevate their BR&E efforts through coordinated outreach, regional marketing, and data-backed strategies.

Entrepreneurial Support: Chambers nurture entrepreneurship through mentorship, events, and local promotion—creating pipelines for job creation and innovation.

Policy Advocacy: As the voice of the business community, Chambers influence public policy. In partnership with EDOs that bring data and economic research to the table, advocacy becomes more impactful and aligned with long-term growth goals.

Workforce Development: Chambers are often the first to hear about skill gaps from members. Aligning their efforts with EDOs, schools, and workforce boards helps ensure local training programs reflect economic priorities and meet employer needs.

Community Branding & Tourism: From local events to destination marketing, Chambers are vital stewards of community pride. Working with branding and marketing experts allows these efforts to reach broader audiences and attract talent, visitors, and investors.

Success in Action: The Greater Springfield Partnership

One shining example is the Greater Springfield Partnership in Clark County, Ohio. This organization successfully unified its Chamber and economic development functions, creating a streamlined force for progress. The results speak volumes: They’ve attracted Gabe’s largest distribution center, created hundreds of jobs, and revitalized their downtown with coworking spaces, retail, and housing, and raised millions to advance their growth goals.

Golden Shovel Agency helped bring this vision to life through a cohesive website, updated branding, and communication strategies that support both business retention and economic development. The Greater Springfield Partnership now stands as a national model of what’s possible when Chambers and EDOs join forces.
