Tax Increment Finance (TIF), known as Tax Increment Reinvestment Zone (TIRZ) in Texas, is a development finance tool available to cities under Texas Law.  TIRZ is often a successful tool to finance infrastructure improvements and encourage development in areas that would otherwise not attract new market development.
